Foothills Trail: King County
As a subconsultant to Huitt-Zollars, Facet provided environmental services for King County’s 1-mile extension of the Foothills Trail. The trail, entirely within shoreline jurisdiction, required a stream crossing and impacted multiple wetland buffers. Facet conducted environmental assessments, created a Critical Areas Report, and developed a stream crossing mitigation plan. The report detailed field findings, regulatory compliance considerations, and mitigation strategies.
Facet coordinated with agencies and tribes to address permitting constraints and phased the work to maximize efficiency during restrictive fish windows. Bridge repairs were completed during the 2017 fish window, while in-stream mitigation occurred the following summer. To mitigate erosion and improve in-stream habitat, Facet designed large woody debris structures and developed a planting plan to revegetate weed-dominated streambanks.
The team also prepared WSDOT standard specifications and construction plans for contractor bidding. Successfully obtained permits included compliance with King County Critical Areas, Shoreline Permit, Clean Water Act 401/404, Endangered Species Act, and National Historic Preservation Act requirements.
