Whidbey West Water Association: Oak Harbor, WA
In 2014, Facet began working with the Whidbey West Water Association to address chronic leaks and aging infrastructure. We assisted the Association in securing a $25,000 planning and design grant, along with project funding through the Washington State Department of Health’s Drinking Water State Revolving Fund Loan program. Our team delivered design and permitting services for the replacement of 5,000 linear feet of undersized watermain along the shoreline, navigating shoreline and flood development permits, right-of-way approvals, archaeological review, easement development, survey coordination, and DOH project approval.
The project was delivered under budget and reduced system water consumption by 50%, improving reliability and long-term efficiency.
Facet also designed a tailored aeration, circulation, and ventilation system for the Association’s reservoirs to address elevated trihalomethanes (THMs). The improvements brought the system back into compliance with disinfection byproduct standards..
